Despite the Covid challenge, L&T completed the HPCL project ahead of schedule

Despite the Covid challenge, L&T Heavy Engineering’s Modification, Renovation and Upgrade (MRU) business unit has successfully completed HPCL’s ambitious Mumbai refinery expansion project, with production capacity increased from 7.5 metric tons/year to 9.5 metric tons/year before the deadline Gasoline and high-speed diesel in line with BS-VI standards

The project started on April 15 at the peak of the second wave of epidemics and was completed on June 16.

HPCL is now in the final stage of getting the factory running.

The MRU team completed the simultaneous closure of four plants at the Mumbai refinery-atmospheric distillation unit, naphtha stabilization unit, continuous catalyst regenerator, and fluid catalytic cracking unit.

L&T's arduous task was interrupted by the replacement, modification and dismantling of more than 180 key equipment, 1,30,000 tube reels and the manufacture of other components.

Larsen & Toubro Executive Vice President (Heavy Engineering) Anil Parab said that this is one of the most complex and largest transformations to date, and the same is true for the refinery in operation.

He said: “We are facing multiple challenges due to the outflow of workers due to fears of a complete blockade and Hurricane Tauktae.”

Even before starting work, L&T carefully planned the pre-stop work during the operation of the refinery. In order to reduce the risk, the MRU team had to modify some key heat exchangers and pump foundations in the field equipment to complete the project immediately.

The HPCL project is more challenging because it started during the second wave of Covid in Mumbai, when Mumbai's laborers fleeing the city were most affected.

In order to solve this problem, in addition to contacting the labor force in the labor camp to ensure that they receive medical and financial support, the MRU team also plans to close it through a number of automation and digital initiatives.

This helped the MRU team reduce the labor shortage to 30%, compared to 70% for other contractors.

The availability of oxygen is another challenge because it is diverted for medical purposes. This can be alleviated by actively using alternative cutting methods such as diamond wire rope cutting and plasma cutting.

In recent years, the MRU team has raised the 740-ton reactor of Oman Orpic to a height of 99 meters (approximately 30 floors)-an FCC transformation project.

HPCL Mumbai Refinery Chief General Manager (Project) Kamalakar Vikhar said that careful planning helped L&T complete the project ahead of schedule, especially during the unprecedented second wave of the Covid pandemic in Mumbai.
